HOWTO: Create a new card, category, or wallet on iOS

To create a new card, category, or wallet in eWallet on your iPhone or iPod Touch, touch the + button located in the upper right corner of the screen. 

Be aware that eWallet will only allow you to make things that can be stored in the view you are currently looking at.  For instance, if you are at the wallet list, you can only create new wallets.  If you are at the category list for the wallet, you can create new categories or new wallets.  If you are viewing a category, you can create cards, categories, or new wallets.
